Companies with one hundred workers or more, or with high-risk operations, are required to have appointed personnel. This is the first thing an inspector asks about on a visit.
Lifting & material-handling equipment operator (forklift). Kemnaker
Almost every KIM tenant uses forklifts. An unlicensed operator is a finding written straight onto the inspection notice.
Electrical safety technician. Kemnaker
Work on electrical installations requires personnel with specific authority, separate from the competency of an ordinary electrician.
Power & production machinery operator. Kemnaker
Production machinery with a prime mover falls into this category. Often missed because it is treated as ordinary equipment.
Workplace first aid attendant. Kemnaker
The number of attendants is set by headcount and risk level. An insufficient ratio is the easiest finding of all to verify.
P2K3 secretary & members. Kemnaker
The composition of the P2K3 must be reported and kept current. An expired committee is an administrative finding that recurs quickly.
OHS supervisors & line leaders. BNSP
For line supervisors who need their competency recognised without requiring specific legal authority, commonly used to satisfy internal role requirements and tender documentation.

KIM I and II hold hundreds of manufacturing, food processing, and warehousing plants inside a single fence. The hazards are those of a dense estate: forklift traffic crossing pedestrian routes, production machinery running three shifts, and warehouses stacked to the ceiling. Departures are coordinated from the RTI office at Jl. Bantam No.8, Medan. Travel schedules and costs are agreed in the proposal. PT Rindu Tenang Indonesia (RTI) delivers preparatory training and arranges OHS competency assessments for companies operating in Medan Industrial Estate (KIM) I and II. For KIM tenants the requirements that come up most often are the Ahli K3 Umum general safety officer, lifting and material-handling equipment operators, forklifts above all, electrical safety technicians, workplace first aid attendants, and forming or refreshing the P2K3 safety committee. RTI first maps which roles require a licence from the Ministry of Manpower (Kemnaker) and which are satisfied by a BNSP-licensed competency certificate, then delivers the training in-house inside the plant, including obtaining estate entry permits and completing the third-party safety induction. RTI is not an appointed OHS services company (PJK3) and does not issue certificates; this division of roles is stated before the contract. Hazards specific to KIM
This list decides which programmes are genuinely relevant. OHS training designed without looking at the hazards actually present on site passes on paper and fails on inspection.
Forklift and pedestrian traffic
KIM warehouses and loading areas are congested, and forklift routes frequently cross pedestrian routes with no fixed separation. Collisions and being struck by loads are the accidents most often reported in estates of this type.
Production machinery with inadequate guarding
Packaging machines, conveyors, and powered production machinery running three shifts often lose their guards after maintenance. Crushing and severing injuries are the usual result.
Electrical installations and panels
Adding a production line is often followed by added electrical load without updating the installation drawings. Unmapped panels make energy isolation difficult during repairs.
Warehouse fire
Goods stacked close to sprinkler heads, evacuation routes blocked by pallets, and flammable packaging materials are the three findings that recur most often in KIM warehouses.
Cleaning and sanitation chemicals
Food processing plants use highly concentrated sanitising agents. Mixed storage and safety data sheets that are not available at the point of use are recurring findings.
Shift work and fatigue
A three-shift pattern raises the risk of error in the final hours. This rarely makes it onto a hazard list, yet it is often the root cause of machinery accidents.
Certification routes and issuing bodies
Three independent bodies, and what each one issues
Proof of OHS competence in Indonesia does not come from a single door. Three official routes exist, each with its own legal basis, and they stand on their own, they are not tiers, they do not replace one another, and holding one does not confer the others. Working out which one is actually being asked for is the first step, before any budget is committed.
Kemnaker, Ministry of Manpower
Its role: Labour regulator
What it issues: OHS licences and letters of appointment
The obligation comes from labour law, Act No. 1 of 1970 and the ministerial regulations beneath it. This is the route a labour inspector checks on a site visit, and for roles such as lifting-equipment operator or OHS electrical technician, nothing else can stand in its place.
BNSP, National Professional Certification Agency
Its role: Authority for individual competency certification
What it issues: Competency certificates from a BNSP-licensed LSP
It rests on the SKKNI national competency standards, and the certificate is issued by a Professional Certification Body (LSP) holding a BNSP licence, not by BNSP itself, and not by the training provider. This is the route usually asked for at tender prequalification and in customer audits.
BNSPKAN & IAF, National Accreditation Committee & International Accreditation Forum
Its role: Accredits the body, not the person
What it issues: Accreditation of certification bodies, e.g. SNI ISO/IEC 17024
This layer assesses the institution, not the candidate. KAN accredits certification bodies in Indonesia, and KAN's membership of the IAF Multilateral Recognition Arrangement is what makes that accreditation recognised abroad. The companies that benefit are those whose certificates must be accepted by an overseas client or principal.
KAN IAFAll three stand on their own, and RTI issues none of them. Holding a BNSP certificate does not discharge a Kemnaker licensing obligation, and KAN accreditation replaces neither. PT Rindu Tenang Indonesia runs the preparatory training and arranges the competency assessment, while the proof itself is issued by the authorised body. RTI is not a Professional Certification Body (LSP), not an OHS Service Company (PJK3), and not an accreditation body. Mapping which one your site is actually being asked for comes first, and costs nothing at that stage.
How classes are run inside KIM
Running training inside a gated estate is not a matter of bringing a projector. Here is what we arrange before the delivery date.
Estate entry card
Instructors and assessors are registered in advance with the estate operator through your company as tenant. We prepare the paperwork; all you need to do is forward it.
Third-party safety induction
The whole teaching team completes the tenant induction before entering production areas, without exception, including for classes held only in a meeting room.
Vehicle registration
Vehicles carrying training equipment are registered separately. For practical assessments requiring equipment, this is arranged well in advance.
Working around the three-shift pattern
Classes are split so the line does not stop. The window KIM tenants use most often falls between the morning and afternoon shift changeover.

Frequently asked questions
Can the training be held inside our plant at KIM?
Yes, and that is in fact the most common arrangement. Every programme can be delivered in-house inside the plant. The teaching team obtains entry permits through your company as tenant and completes the third-party safety induction before entering production areas.
How long does the estate entry permit take?
It depends on the operator and the tenant’s own policy, but our side of the paperwork is ready as soon as the proposal is approved, so it never becomes the cause of a delay. What usually determines the timing is the internal approval chain within your own company.
We only need to certify forklift operators. Is that too small?
No. A requirement of that size is entirely normal, and it can be combined with other tenants if you want a lower cost per participant. What has to be settled first is the route, an operator licence sits on the Ministry of Manpower route, not with BNSP.
Is RTI affiliated with the operator of Medan Industrial Estate?
No. The estate name appears on this page as a description of where the service is delivered. RTI is not affiliated with the estate operator, does not represent it, and does not sell anything on its behalf.
How much does in-house OHS training at KIM cost?
We send a written quotation itemised by component, not a flat per-participant figure. What drives it: the roles and route involved (Kemnaker or BNSP), participants per batch, and whether the class runs inside your plant or in Medan. KIM is about 30–45 minutes from our office, so the quotation carries no accommodation cost for the teaching team.
How quickly can a class at KIM start?
What usually decides it is the estate entry permit and the tenant's third-party induction, not trainer availability. Once participant numbers, roles, and entry permits are clear, we set the nearest date and fit it around your production shift pattern.
