Certificates are issued by Professional Certification Bodies holding a BNSP licence. RTI acts as the training provider and the link to those bodies — a division of roles we state at the outset, not once the contract is running.

Which situation are you dealing with?

These four are the circumstances that most often bring a company to us. Each carries a different deadline and is closed by a different document — and choosing the wrong type of certificate means starting the whole process again.

A labour inspection has been scheduled while the roles legally required to hold certificates are not all filled.

If left unresolved

The inspection ends in a notice with a correction deadline. For work whose licensing is specifically regulated — lifting and conveying equipment operators, steam equipment operators, occupational safety officers — the authority to perform that work is attached to the licence itself, so the work stops until properly certified personnel are available.

We record which roles in your company are actually required and on what legal basis, separate what is genuinely mandatory from what is merely advisable, then schedule the competency assessments for the closest deadlines first.

The audit finding on personnel competency has appeared again this year, even though the training was delivered.

If left unresolved

A finding that recurs tends to be escalated at the next audit. The auditor asks for evidence that personnel were declared competent — attendance sheets and training certificates do not answer that question, because both only record that someone was present.

What we do about it

Participants who pass receive a registered competency certificate in their own name, issued by a BNSP-licensed LSP. It is that registration number which can be attached to the corrective action report as evidence that can be traced.

Tender prequalification documents are due next week and the list of personnel holding competency certificates is incomplete.

A gap in the competency file eliminates the bid at the administrative stage — before the pricing you spent months preparing is opened at all.

If left unresolved

What is BNSP certification, and where does PT Rindu Tenang Indonesia sit?

Badan Nasional Sertifikasi Profesi (BNSP), Indonesia’s national professional certification authority, is an independent body established under Law No. 13 of 2003 on Manpower and Government Regulation No. 23 of 2004. BNSP does not assess candidates directly; it licenses Professional Certification Bodies (Lembaga Sertifikasi Profesi, LSP), and it is those bodies that run the competency assessment and issue competency certificates to workers found competent.

PT Rindu Tenang Indonesia acts as the programme provider and the company’s strategic partner: mapping which roles need certifying, running the preparation training, arranging delivery with partner LSPs, and consolidating the results into a report management can use. RTI does not issue certificates — we state that division of roles openly from the start, so that nothing is misunderstood at the procurement or audit stage.

Which Professional Certification Bodies does RTI work with?

An LSP may only assess schemes that fall inside the scope of its own licence. That is why RTI works with several at once, so that certification needs spanning different functions in one company can be met without you sourcing a separate provider for each field.

Terms worth settling before you choose a programme

Training certificate vs competency certificate

A training certificate states that someone attended a programme. A competency certificate states that an assessor found them competent through a formal assessment, and it is issued by a BNSP-licensed Professional Certification Body. For meeting role requirements and satisfying audits, it is generally the competency certificate that is asked for.

Certification schemes & SKKNI

A certification scheme sets out which competency units are assessed for a given role. Its content references SKKNI — the Indonesian National Work Competency Standards set by the Minister of Manpower — so it is identical across Indonesia and cannot be tailored per company. What can be tailored are the case studies and training aids used during preparation.

Competency Assessment Venue (TUK)

A Tempat Uji Kompetensi (TUK) is a location verified by a Professional Certification Body as suitable for conducting assessments. It can be the participants’ own workplace, provided the equipment and conditions meet the scheme’s requirements. That is why assessments can often be held at the plant itself, without moving anyone.

Frequently asked questions about BNSP certification

What is the difference between a training certificate and a BNSP competency certificate? +

A training certificate states that a participant attended a programme. A competency certificate states that an assessor found the participant competent through a formal competency assessment, and it is issued by a Professional Certification Body holding a licence from Badan Nasional Sertifikasi Profesi. For audit purposes and for meeting role requirements, it is generally the competency certificate that is required.

Who issues the certificate — RTI or BNSP? +

Competency certificates are issued by Professional Certification Bodies holding a licence from Badan Nasional Sertifikasi Profesi — not by PT Rindu Tenang Indonesia, and not by BNSP directly. RTI’s role is to run the training, prepare participants, and connect your company with an LSP whose scope fits. This division of roles is set out in Law No. 13 of 2003 on Manpower and Government Regulation No. 23 of 2004 on BNSP.

How long is a BNSP competency certificate valid? +

Competency certificates are generally valid for three years, after which they need renewal through recertification. The exact validity follows the certification scheme for each field and is stated in the scheme document published by the relevant Professional Certification Body.

What is a certification scheme, and why can its content not be changed? +

A certification scheme is the package of requirements setting out which competency units are assessed for a given role and how they are assessed. Schemes reference SKKNI — the Indonesian National Work Competency Standards set by the Minister of Manpower — so their content is identical across Indonesia and cannot be tailored per company. What can be tailored are the case studies, terminology, and training aids used during preparation.

Can the assessment be held at our plant or office? +

Yes, provided your location meets the requirements for a Competency Assessment Venue (Tempat Uji Kompetensi) for that scheme. The participants’ own workplace is often the most suitable venue precisely because the equipment used is the equipment they actually operate day to day. Suitability is verified by the Professional Certification Body before dates are set.

What is the minimum number of participants for in-house training and assessment? +

The minimum follows the certification scheme and the assessor ratio that applies in that field. PT Rindu Tenang Indonesia confirms the exact figure with the quotation, once the requirements and participant roles are known.

How long does it take from request to certificate? +

The process runs through four stages: needs mapping, quotation and syllabus, scheduling with the Professional Certification Body including venue verification, then delivery and assessment. The length of each stage depends on assessor availability and venue readiness, and is confirmed as a written schedule once the first stage is complete.

Is the certificate recognised for audits and labour inspections? +

Competency certificates are issued by BNSP-licensed Professional Certification Bodies and can therefore be used as evidence of workforce competency. For specifically regulated roles such as Ahli K3 Umum (General Occupational Safety Expert) or lifting and conveying equipment operators, the authority to perform the work follows Ministry of Manpower provisions. PT Rindu Tenang Indonesia maps this at the outset so that the type of certificate obtained matches what the auditor asks for.

How does a company measure the result of this programme? +

Every programme opens with a pre-programme questionnaire mapping participants’ starting competency and closes with a post-programme assessment. Both are consolidated into a written report covering the before-and-after comparison, the assessment pass rate, and notes on follow-up needs for the next year’s training plan.

Yes. PT Rindu Tenang Indonesia is an incorporated legal entity with complete corporate documentation, and is used to supplying the administrative paperwork requested by company and government procurement departments.
