A construction project differs from a plant in the one respect that governs everything: the site moves, the workforce turns over, and the deadline does not shift. Falls from height remain the leading cause of death in this sector, and almost always on work thought to take only a moment.

The requirements most common on a construction project are the Ahli K3 Konstruksi at its various levels, construction safety attendants, work-at-height personnel, scaffolding erectors and inspectors, heavy equipment operators, and first aid attendants. RTI first maps which roles require a licence from the Ministry of Manpower (Kemnaker) and which are satisfied by a BNSP-licensed competency certificate, a distinction that matters in this sector, because tender requirements and labour inspectorate requirements do not always ask for the same thing. Classes can be run at the project site or in Medan. Every training and competency preparation programme is designed adaptively and can be fully aligned with the standard operating procedures (SOP), shift schedules, and specific internal regulations of each partner company before the cooperation agreement is signed.

Hazards specific to Construction & infrastructure
This list decides which programmes are genuinely relevant. OHS training designed without looking at the hazards actually present on site passes on paper and fails on inspection.
Falls from height
Still the leading cause of death in construction, and almost always on work thought to take only a moment, so the fall protection is never fitted.
Uninspected scaffolding
Scaffolding goes up fast and comes down fast. What rarely happens is inspection by an authorised person before the next team uses it.
Heavy equipment and site traffic
Excavators, cranes, and dump trucks move through the same areas as workers on foot. Blind spots and inconsistent signalling are two recurring causes.
Excavations and collapse
Deep excavations without shoring and without an adequate means of escape. A collapse happens in seconds and buries people before they can move.
Temporary electrical installations
Temporary cabling sitting in water and unprotected joints are an ordinary sight on site, and the most frequent cause of electric shock.
Falling objects and work on multiple levels
Work proceeds on several levels at once. Objects falling from an upper floor injure a team that did not know work was going on above them.
Certification routes and issuing bodies
Three independent bodies, and what each one issues
Proof of OHS competence in Indonesia does not come from a single door. Three official routes exist, each with its own legal basis, and they stand on their own, they are not tiers, they do not replace one another, and holding one does not confer the others. Working out which one is actually being asked for is the first step, before any budget is committed.
Kemnaker, Ministry of Manpower
Its role: Labour regulator
What it issues: OHS licences and letters of appointment
The obligation comes from labour law, Act No. 1 of 1970 and the ministerial regulations beneath it. This is the route a labour inspector checks on a site visit, and for roles such as lifting-equipment operator or OHS electrical technician, nothing else can stand in its place.
BNSP, National Professional Certification Agency
Its role: Authority for individual competency certification
What it issues: Competency certificates from a BNSP-licensed LSP
It rests on the SKKNI national competency standards, and the certificate is issued by a Professional Certification Body (LSP) holding a BNSP licence, not by BNSP itself, and not by the training provider. This is the route usually asked for at tender prequalification and in customer audits.
BNSPKAN & IAF, National Accreditation Committee & International Accreditation Forum
Its role: Accredits the body, not the person
What it issues: Accreditation of certification bodies, e.g. SNI ISO/IEC 17024
This layer assesses the institution, not the candidate. KAN accredits certification bodies in Indonesia, and KAN's membership of the IAF Multilateral Recognition Arrangement is what makes that accreditation recognised abroad. The companies that benefit are those whose certificates must be accepted by an overseas client or principal.
KAN IAFAll three stand on their own, and RTI issues none of them. Holding a BNSP certificate does not discharge a Kemnaker licensing obligation, and KAN accreditation replaces neither. PT Rindu Tenang Indonesia runs the preparatory training and arranges the competency assessment, while the proof itself is issued by the authorised body. RTI is not a Professional Certification Body (LSP), not an OHS Service Company (PJK3), and not an accreditation body. Mapping which one your site is actually being asked for comes first, and costs nothing at that stage.

Every project has its own induction, and it changes each time the project does. The teaching team completes it like any other worker, without exception.
Classes on site or in Medan
For distant or moving projects, classes can be centralised in Medan so participants from several sites gather in one trip.
Working around shifts and deadlines
The schedule is built to avoid clashing with critical works. On tightly scheduled projects, classes are split by team.
Documents for prequalification
If the requirement comes from a tender, send us its exact wording. The level the panel asks for often differs from what was assumed, and it is cheaper to confirm now than after a submission is rejected.

What is the difference between an Ahli K3 Konstruksi and an Ahli K3 Umum?
Different authority and a different basis of appointment. The Ahli K3 Konstruksi is specific to construction work and is graded by project value and risk; the Ahli K3 Umum is cross-sector. Construction tender requirements generally name the former, and submitting the latter is the most common cause of rejection we encounter.
Our tender requirement names a specific level. How do we make sure?
Send us the requirement exactly as written, without summarising it. We map it to the correct level before the proposal is drawn up, and there is no cost at that stage. That is far cheaper than finding out after the submission has been declared non-compliant.
Our project keeps moving. Does the class have to be on site?
Not necessarily. For moving or dispersed projects, centralising the class in Medan is usually cheaper, because participants from several sites gather in one trip. For certain practical assessments, the location follows the availability of the equipment.
How much does OHS training for our construction project cost?
We send a written quotation itemised by component, not a flat per-participant figure. What drives it: the roles and route involved (Kemnaker or BNSP), participants per batch, and whether the class runs at the project site or is centralised in Medan for participants from several projects. Travel to project sites outside Medan is listed as a separate line.
Can training be scheduled before a high-risk work phase starts?
That is exactly the right time. Tell us the upcoming project phase — work at height, scaffolding, or heavy equipment, for example — and its mobilisation date. We set the nearest schedule so personnel are ready before that phase starts, not after.
