Which rejection are you dealing with?

These four are what most often bring a company to the question of cross-border recognition. Each carries a different deadline, but all are resolved by the same review — and that review needs to happen before the budget moves, not after.

Head office abroad has returned your employees’ certificates because they cannot be read against the framework they use.

If left unresolved

Each subsidiary ends up explaining its own certificates, and verbal explanations do not reach the file. What stays on record at head office is unchanged: competency not evidenced.

If left unresolved

A finding in a buyer audit is different in kind from an internal audit finding: the consequence attaches to the purchase contract, not to a corrective action report that can be settled next year.

We prepare the accreditation reference file — the body’s certificate, its scope, and the accreditation body’s participation status — as an attachment that can be forwarded to the buyer’s auditor as it stands.

Prequalification documents for a cross-border project ask for personnel from an accredited body, not merely personnel who hold certificates.

If left unresolved

That one-word difference decides whether you pass or are eliminated at the administrative stage, and the committee evaluates the file as submitted with no room to explain.

What we do about it

We check whether the body that issued your certificates is genuinely accredited for the scheme in question, and prepare a copy of that accreditation evidence to attach to the file.

Employees assigned to an affiliate in another country are being asked to sit the competency assessment again from scratch.

The assignment is held up waiting for assessment dates in the destination country, and the company pays twice for competency that has already been demonstrated.

What is IAF, and what does "internationally recognised certificate" actually mean?

The International Accreditation Forum (IAF) is the body under which national accreditation bodies from many countries sit. Its members sign multilateral recognition arrangements with one another: conformity assessment results issued by an accredited body in one country are accepted in another member country without being reassessed. The principle is often summarised as certified once, accepted in many places.

What needs correcting: that recognition does not attach to a sheet of paper, it attaches to the chain behind it. The issuing body must be accredited for the scope of the scheme in question, its accreditation body must participate in the arrangement, and that arrangement must cover the type of certification involved.

How does a certificate come to be recognised in another country?

Five links, and recognition holds only while all five are intact. The last column names what determines each link — and that is what you should ask any provider to evidence in writing, ours included.

Signs of a provider worth being suspicious of

A training provider claiming to issue its own "international certificate", or quoting a number of countries without being able to produce accreditation scope documents, is selling something it cannot deliver. Issuing certificates is the certification body’s authority, accreditation is the accreditation body’s authority, and both must be separate from whoever does the training.

When does a company genuinely need cross-border recognition?

Not every company does, and taking it without the need only adds cost. These four situations are the ones that usually make it worthwhile.

Foreign parent company or shareholders

Head office wants evidence of competency readable against the same framework across every subsidiary, rather than certificates that have to be explained one by one.

Export buyers and supply chain audits

Overseas buyers audit their suppliers, including personnel competency at quality and safety control points.

Cross-border tenders and projects

Prequalification documents ask for personnel certified by an accredited body, not merely certified.

Deploying staff overseas

A company assigns employees to a project or affiliate in another country and needs evidence of competency that does not have to be reassessed from scratch.

What happens between the request and the certificate?

Four stages, and each produces a document. You always have something to review — or to walk away on — before moving to the next.

  1. Stage 1 — Requirement review

    Reading the written requirement from your head office, buyer, or tender document, then translating it into the accreditation scope it calls for.

    What you get: A written conclusion: the national route is sufficient, or cross-border recognition is genuinely needed.

  2. Stage 2 — Body verification

    Confirming the certification body is accredited for that scheme and that its accreditation is current.

    What you get: A copy of the accreditation certificate and its scope, attached to the quotation.

  3. Stage 3 — Preparation & scheduling

    Participant preparation training, checking the completeness of evidence and portfolios, and scheduling the assessment with the body.

    What you get: A delivery schedule agreed by both sides.

  4. Stage 4 — Delivery & reporting

    Assessment by the certification body’s assessors, certificate issuance, and post-programme evaluation.

    What you get: Participants’ certificates together with the accreditation reference file to forward to the auditor or head office.

Frequently asked questions about international recognition

Is an Indonesian competency certificate automatically valid abroad? +

Not automatically. Cross-border recognition runs through a chain: the certification body must be accredited for the scope of that scheme, its accreditation body must participate in the multilateral recognition arrangement, and that arrangement must cover the type of certification concerned. If any link is not satisfied, the certificate remains valid in Indonesia but is not, of itself, accepted elsewhere. PT Rindu Tenang Indonesia checks this chain at the outset, before you commit any budget.

What is IAF, and what does it have to do with my employee’s certificate? +

The International Accreditation Forum is the body under which national accreditation bodies sit. Its members sign multilateral recognition arrangements agreeing that conformity assessment results from one country are accepted in another without reassessment. Your employee has no direct relationship with IAF; the relationship is between IAF and the accreditation body that accredits whoever issued the certificate.

How do we confirm our certificate is among those recognised? +

Three things need checking, and all three are documents rather than verbal claims: the issuing body’s accreditation certificate and its validity period, the accreditation scope naming your scheme specifically, and the accreditation body’s participation status in the multilateral recognition arrangement for that type of certification. PT Rindu Tenang Indonesia prepares all three as attachments to the quotation so you can forward them to your auditor or head office.

Does RTI issue international certificates? +

No. PT Rindu Tenang Indonesia is a training and participant preparation provider — not a certification body and not an accreditation body. Certificates are issued by certification bodies, accreditation is granted by accreditation bodies, and cross-border recognition runs through arrangements between accreditation bodies. A provider claiming to issue its own internationally valid certificate is a warning sign.

How long is the certificate valid? +

Validity follows each certification scheme, generally three years, with surveillance and recertification mechanisms defined within the scheme. Note also that the issuing body’s accreditation has its own validity period; a certificate issued while accreditation was current remains valid, but the body’s status needs rechecking for the next cohort.

Is it much more expensive than the national route? +

What drives the cost is not the international label but the scheme taken, the number of participants, and the delivering body. That is why PT Rindu Tenang Indonesia maps the requirement first: quite often what the auditor is actually asking for is met by the national route, and taking the more expensive one adds nothing but cost.

Can it still be delivered at our own premises? +

Yes, provided the location meets the assessment venue requirements for that scheme. Suitability is verified by the certification body before dates are set, and the requirements tend to be stricter for schemes with a broad accreditation scope.

Can RTI supply the documents our procurement process requires? +
