Medan Belawan & Medan Marelan — City of Medan

OHS Training & Certification for Port Operations at Belawan

Belawan works twenty-four hours a day. Containers, liquid bulk, and warehousing run simultaneously in the same area, often at night and in weather that turns quickly. The RTI office is in Medan Marelan — about thirty minutes from the wharf.

Around 30 minutes from the RTI office in Medan Marelan — the closest area to our operating base, night classes included.

What does PT Rindu Tenang Indonesia do for OHS requirements at Belawan?

PT Rindu Tenang Indonesia (RTI) delivers preparatory training and arranges OHS competency assessments for companies operating at the Port of Belawan and the surrounding warehousing areas of Medan Belawan and Medan Marelan. Port operations here generally need lifting equipment operators for cranes, reach stackers, and heavy forklifts, riggers, confined space attendants for storage tanks and holds, fire safety officers (Ahli K3 Kebakaran), first aid attendants, and an Ahli K3 Umum. RTI first maps which roles require a licence from the Ministry of Manpower (Kemnaker) and which are satisfied by a BNSP-licensed competency certificate. Because the RTI office is in Medan Marelan, night classes and classes fitted around vessel schedules can be run with no accommodation costs. Every training and competency preparation programme is designed adaptively and can be fully aligned with the standard operating procedures (SOP), shift schedules, and specific internal regulations of each partner company before the cooperation agreement is signed.

Hazards specific to Belawan

This list decides which programmes are genuinely relevant. OHS training designed without looking at the hazards actually present on site passes on paper and fails on inspection.

Cargo handling and swinging loads

Container and bulk movements run continuously. A load that swings or comes loose is the serious accident most characteristic of a terminal.

Heavy equipment traffic in the terminal

Reach stackers, trailer trucks, and forklifts move through the same areas as workers on foot. The blind spots on large equipment are far wider than drivers assume.

Storage tanks and liquid bulk

Cleaning and inspecting tanks requires confined space entry with residual product vapour. This is the accident that most often claims multiple casualties.

Working at night

Most operations take place outside normal working hours. Uneven lighting and fatigue raise the risk during precisely the busiest hours.

Fast-changing coastal weather

Wind and rain alter the safety of a lift within minutes. The decision to stop lifting must rest with someone both authorised and trained.

Work at height on equipment and in warehouses

Crane maintenance and stocking high warehouse racking require a work-at-height competency that stands on its own.

Roles that usually need certification at Belawan

The route column shows which authority may issue the evidence. The two do not substitute for one another, and choosing the wrong route is the most common way an OHS budget is wasted.

Role / competency Route Why it is needed here
Lifting & material-handling equipment operator Kemnaker Cranes, reach stackers, large-capacity forklifts. Licences are differentiated by equipment type and capacity.
Fire safety officer (Ahli K3 Kebakaran) Kemnaker Important for liquid bulk terminals and warehouses, with graded levels of authority.
Confined space attendant Kemnaker For storage tanks and vessel holds, including the hole-watch role.
High-rise building work / work at height personnel Kemnaker For lifting equipment maintenance and work on high warehouse racking.
Ahli K3 Umum (general safety officer) Kemnaker System coordination and reporting to the labour inspectorate.
Workplace first aid attendant Kemnaker The ratio is calculated per work team, including the night team — the one most often missed.
Rigger BNSP The competency to sling loads and give signals, standing separately from the operator’s competency.

The difference between the two routes — their legal basis, who is permitted to deliver them, and what a labour inspector checks — is covered in full on this cluster’s parent page. See the comparison of the two OHS certification routes.

Three independent bodies, and what each one issues

Proof of OHS competence in Indonesia does not come from a single door. Three official routes exist, each with its own legal basis, and they stand on their own — they are not tiers, they do not replace one another, and holding one does not confer the others. Working out which one is actually being asked for is the first step, before any budget is committed.

Kemnaker

Ministry of Manpower

Its role
Labour regulator
What it issues
OHS licences and letters of appointment

The obligation comes from labour law — Act No. 1 of 1970 and the ministerial regulations beneath it. This is the route a labour inspector checks on a site visit, and for roles such as lifting-equipment operator or OHS electrical technician, nothing else can stand in its place.

BNSP

National Professional Certification Agency

Its role
Authority for individual competency certification
What it issues
Competency certificates from a BNSP-licensed LSP

It rests on the SKKNI national competency standards, and the certificate is issued by a Professional Certification Body (LSP) holding a BNSP licence — not by BNSP itself, and not by the training provider. This is the route usually asked for at tender prequalification and in customer audits.

BNSP

KAN & IAF

National Accreditation Committee & International Accreditation Forum

Its role
Accredits the body, not the person
What it issues
Accreditation of certification bodies, e.g. SNI ISO/IEC 17024

This layer assesses the institution, not the candidate. KAN accredits certification bodies in Indonesia, and KAN's membership of the IAF Multilateral Recognition Arrangement is what makes that accreditation recognised abroad. The companies that benefit are those whose certificates must be accepted by an overseas client or principal.

KAN · IAF

All three stand on their own. Holding a BNSP certificate does not discharge a Kemnaker licensing obligation, and KAN accreditation replaces neither. PT Rindu Tenang Indonesia issues none of them — RTI runs the preparatory training and arranges the competency assessment, while the proof itself is issued by the authorised body. Mapping which one your site is actually being asked for comes first, and costs nothing at that stage.

How classes are run inside Belawan

Running training inside a gated estate is not a matter of bringing a projector. Here is what we arrange before the delivery date.

Port working-area permit

Entering the port area requires its own pass and permit. Registration of the teaching team is arranged through your company as a port user or terminal operator.

Terminal induction

Each terminal has its own rules. The team completes the induction of the terminal hosting the class.

Classes fitted around vessel schedules

Class schedules follow the window between berthings, not office hours. Night and weekend classes can be run.

No accommodation costs

The RTI office is in Medan Marelan, about thirty minutes from the wharf, so the team travels out and back the same day.

Frequently asked questions

Can the class be run at night? +

Yes. Most of Belawan’s activity happens outside normal working hours, and a class scheduled only during office hours will always leave the night team out. Because our office is in Medan Marelan, a night class incurs no accommodation cost.

Do cargo handling workers need a Kemnaker licence? +

It depends on the role. Lifting equipment operators are among the roles whose authority is specifically regulated and do require a Ministry of Manpower licence. Other roles such as rigger are commonly satisfied through a BNSP-licensed competency certificate. We map this role by role before the proposal is drawn up.

We are a stevedoring company, not the terminal owner. Does that still work? +

Yes. What matters is not ownership but who employs the personnel needing certification. For area access, registration is arranged through your company as a user of the terminal’s services.

Tell us the situation — we map the right route first

You do not need to know the name of the programme. Just tell us what you are dealing with at Belawan and roughly how many participants are involved. Mapping the route, checking scheme availability, and preparing the proposal are our side of the work, and nothing is chargeable at that stage.

  • A mapping of roles to the schemes and certification bodies that fit — before any cost is incurred.
  • A written quotation itemised by cost component, not a single lump sum.
  • A syllabus outline built around cases drawn from your own operations.
  • The administrative documents your procurement team usually asks for, prepared alongside.

Requests submitted through this form are answered on the next working day. If your deadline is tight, the corporate WhatsApp line is faster.

What you submit is used only to prepare a quotation and to contact you. There is no charge at this stage, and no obligation to proceed.
