Liquid Bulk Terminals & Industrial Jetties
Loading Master Training & Certification
Prepare your terminal personnel to lead ship/shore liquid cargo transfers safely, accurately, and in line with ISGOTT — from the pre-transfer meeting to signed handover documents.
An in-house program tailored to your cargo and facilities, complete with preparation for competency assessment by a BNSP-licensed LSP.
The Loading Master Role
One person holding safety control between ship and shore
The Loading Master is the link between the tanker's officers and terminal management for the duration of the transfer. They agree the cargo plan, flow rates, and emergency procedures, then ensure all of it is carried out — often through long shifts under berth-time pressure.
This is why terminal operators, cargo owners, and auditors increasingly expect verifiable proof of competency, not just years of experience.
Three most common failure points
Overflow during topping-off
Failing to reduce the flow rate as tanks approach full is a classic cause of cargo overflow, both on board and ashore.
Vapour ignition & static
Hydrocarbon vapour around the manifold combined with poor static control is enough to trigger a fire or explosion.
Spills to water
A burst hose or a late ESD trip leads to marine pollution, operational shutdown, and port authority investigation.
This program builds the habits that prevent all three: checklist discipline, clear ship/shore communication, and the confidence to stop a transfer without hesitation.
Curriculum
Five modules following one complete transfer cycle
Participants learn in the same order they work at the berth. Content references ISGOTT and is aligned with the Indonesian national competency standard (SKKNI); the units assessed follow the chosen LSP scheme.

How It Works
From needs assessment to competency assessment
-
1
Needs assessment
We map headcount, cargo types, berth facilities, and your company's certification targets.
-
2
Tailored content
Your terminal SOPs and incident records become case studies, so the material maps directly to daily operations.
-
3
Training & drills
Classroom sessions combined with checklist practice, topping-off scenarios, and spill response drills.
-
4
Competency assessment
Ready candidates are assessed by a BNSP-licensed LSP assessor. The competency decision and certificate are solely the LSP's authority.
Participants
Who is this program for?
Personnel authorised to start, supervise, and close liquid cargo transfers, and the teams supporting them at the berth.
Loading Masters
At crude oil, refined fuel, CPO and derivatives, and liquid chemical terminals.
Jetty Supervisors & Superintendents
Berth supervisors at special-purpose ports and industrial jetties (TUKS).
Cargo Surveyors
Personnel verifying quantity and quality at liquid cargo handover.
HSE Teams & Tank Farm Operators
Port safety officers and tank farm pumping crews.
FAQ
Frequently asked questions
Does RTI issue the Loading Master certificate?
No. PT Rindu Tenang Indonesia delivers the training and arranges the competency assessment. The certificate is issued by a BNSP-licensed Professional Certification Body (LSP) once its assessor finds the candidate competent.
Can the training be held at our terminal?
Yes. The program is designed as an in-house class. The schedule follows your berth operating windows so vessel calls are not disrupted, and practical sessions can use your terminal facilities.
Is the content tailored to our cargo?
Yes. Hazards, procedures, and quantity calculations for CPO differ from refined fuels or liquid chemicals. The material is rebuilt around your cargo, facilities, and terminal SOPs.
Does this program replace seafarer certificates?
No. The program is for terminal-side personnel. Shipboard crew certification follows separate maritime authority requirements.
What do we need to request a proposal?
An estimated headcount, cargo types, terminal location, preferred time window, and whether you want the LSP assessment included.
Request a Proposal
Build a Loading Master program for your terminal
Tell us your headcount, cargo types, and preferred time window. Our team will prepare a proposal covering content, schedule, and LSP assessment options.
- No cost and no obligation at proposal stage
- Content tailored to your cargo and terminal SOPs
- Schedule built around berth operations
Make sure every transfer is led by competent personnel
Discuss your terminal's training needs — CPO, refined fuels, crude oil, or liquid chemicals — with the RTI team.
